The key to the revitalization of the church, regardless of size, would be for the people to turn outward in their mission and ministry.  One way this can happen is through the movement from a program driven church to a missional church.  This video helps to explain the difference.  It does not mean that there is no room for both or that one will consume the other.  There would always be room for both depending on each particular situation and the people involved.
